She is now catching\nup on national news. <\/p>\n\n\n\n<p>It is fascinating to watch all the misunderstanding of Bill 21 and all the levels of mean comments about Qu\u00e9bec and its choices as a (distinct) society, or as a nation within the Canadian nation.<\/p>\n\n\n\n<p>In early June 2019, a friend from a certain village in a nearby province, asked Bambi about the prospects of teaching jobs for a relative who is looking to move out of Lebanon. She explained that she did not know the system well here but referred him to another friend. She shared some insights about the high school educational system in Qu\u00e9bec, as an alternative. She asked if the relative in question wears a headscarf (it turned out that she does). She then explained that a new Bill, called 21, is about to kick in in this province. As a result, his relative may not be able to find a position in the public sector, if she wears a headscarf (unless she would remove it whilst on the job). His answer was very clear: \u201cThat\u2019s not a problem. I understand that this is their choice as a province\u201d. <\/p>\n\n\n\n<p>Bambi thought to herself then, wow. Those Lebanese\npeople (even the most religious ones) understand Qu\u00e9beckers way more than the\nrest of those Canadian citizens opposed to death to this Bill. How come a\nLebanese-Canadian Muslim man and his veiled cousin (Lebanese from a religious community)\nare able to imagine (and respect!) a different country with its own mindset or\napproach to secularism? Why aren\u2019t we that culturally wise in our Canada?<\/p>\n\n\n\n<p>Bambi has written about this law in more than a post.\nShe immediately saw the merit of judges, lawyers, and police officers in positions\nof power not wearing a religious symbol because they represent the secular,\nneutral, Qu\u00e9bec state. She struggled to see why teachers, especially in the beginning.\nAfter careful thoughts, and comparisons with other European countries, she ended\nup finding this bill moderate and even reasonable. The Government of Qu\u00e9bec took\na legal measure to protect the rights of those already on the job. She just\ndoes not understand why they keep funding private schools (some are ULTRA religious).\nAn apparent contradiction there.<\/p>\n\n\n\n<p>Many articles, many individuals, many levels of government\noutside of Qu\u00e9bec have criticized the Bill (Manitoba even has ads to invite \u201cpersecuted\u201d\ncitizens by Bill 21 to move there ?).<\/p>\n\n\n\n<p>Anyhow, here is a multiple choice questionnaire for\nyou about this bill. The answer to each question appears at the bottom:<\/p>\n\n\n\n<p><strong>1. Bill 21 is an Act that is all about\u2026<\/strong><\/p>\n\n\n\n<p>A. Harassing women in positions of power wearing headscarf,\nmen wearing a kippa and\/or persons wearing a turban or a large cross, etc. <\/p>\n\n\n\n<p>B. Respecting the secularism (or \u201claicitiy\u201d) of the State.\n<\/p>\n\n\n\n<p>C. Telling workers of the state which pyjamas to wear or\nnot at home.<\/p>\n\n\n\n<p><strong>2. \u201cPersons who present themselves to\nreceive a service from a staff member of a public body must have their face\nuncovered where doing so\u201d because:<\/strong><\/p>\n\n\n\n<p>A. Mr. Legault is highly allergic to covered faces. <\/p>\n\n\n\n<p>B. This is necessary to allow their identity to be\nverified OR for security reasons.<\/p>\n\n\n\n<p>C. Qu\u00e9bec is a lunatic province. <\/p>\n\n\n\n<p><strong>3. People who are subject to the prohibition\nof wearing religious symbols in the exercise of their functions are:<\/strong><\/p>\n\n\n\n<p>A. Tourists, refugees or immigrants as soon as they land\nat Trudeau airport or who cross the borders.<\/p>\n\n\n\n<p>B. ONLY Public servants in positions of authority.\nHere is a comprehensive list: the President and Vice-Presidents of the National\nAssembly, administrative justices of the peace, special clerks, clerks, deputy\nclerks, sheriffs and deputy sheriffs, clerks and deputy clerks respecting\nmunicipal courts, and bankruptcy registrars, members or commissioners who\nexercise their functions within the Comit\u00e9 de d\u00e9ontologie polici\u00e8re, the\nCommission d\u2019acc\u00e8s \u00e0 l\u2019information, the Commission de la fonction publique, the\nCommission de protection du territoire agricole du Qu\u00e9bec, the Commission des\ntransports du Qu\u00e9bec, the Commission municipale du Qu\u00e9bec, the Commission\nqu\u00e9b\u00e9coise des lib\u00e9rations conditionnelles, the R\u00e9gie de l\u2019\u00e9nergie, the R\u00e9gie\ndes alcools, des courses et des jeux, the R\u00e9gie des march\u00e9s agricoles et\nalimentaires du Qu\u00e9bec, the R\u00e9gie du b\u00e2timent du Qu\u00e9bec, the R\u00e9gie du logement,\nthe Financial Markets Administrative Tribunal, the Administrative Tribunal of\nQu\u00e9bec or the Administrative Labour Tribunal, as well as disciplinary council\nchairs who exercise their functions within the Bureau des pr\u00e9sidents des\nconseils de discipline, commissioners appointed by the Government under the Act\nrespecting public inquiry commissions, and lawyers or notaries acting for such\na commission, arbitrators appointed by the Minister of Labour whose name\nappears on a list drawn up by that minister in accordance with the Labour Code,\nthe Minister of Justice and Attorney General, the Director of Criminal and\nPenal Prosecutions, and persons who exercise the function of lawyer, notary or\ncriminal and penal prosecuting attorney and who are under the authority of a\ngovernment department, the Director of Criminal and Penal Prosecutions, the\nNational Assembly, a person appointed or designated by the National Assembly to\nan office under its authority (or a body referred to in paragraph 3 of the bill),\npersons who exercise the function of lawyer and are employed by a prosecutor (Code\nof Penal Procedure), unless the prosecutor are persons acting in criminal or\npenal matters for such a prosecutor before the courts or with third persons, lawyers\nor notaries acting before the courts or with third persons in accordance with a\nlegal services contract entered into with a minister, the Director of Criminal\nand Penal Prosecutions, the National Assembly, a person appointed or designated\nby the National Assembly to exercise a function under its authority (or a body\nreferred to in paragraph 3 of the bill), or lawyers acting in criminal or penal\nmatters before the courts or with third persons in accordance with a legal\nservices contract entered into with a prosecutor, peace officers who exercise\ntheir functions mainly in Qu\u00e9bec; and principals, vice principals and teachers\nof educational institutions under the jurisdiction of a school board\nestablished under the Education Act or of the Commission scolaire du Littoral\nestablished by the Act respecting the Commission scolaire du Littoral.<\/p>\n\n\n\n<p>C. Truck drivers crossing the TransCanada highway, as\nsoon they hit any Qu\u00e9bec border.<\/p>\n\n\n\n<p><strong>4. Teachers wearing a religious symbol, such as a headscarf, can keep it on the job because:<\/strong><\/p>\n\n\n\n<p>A. They will have to do the following in return: walk daily in -20, without a coat, from M\u00e9tro Henri-Bourassa (subway station in Montreal) all the way to Qu\u00e9bec city OR under the rain, without an umbrella, or under the sunshine, without any headscarf and no sunscreen.<\/p>\n\n\n\n<p>B. of a grand-father clause protecting their rights.<\/p>\n\n\n\n<p>C. They would have paid a fine of $100 per day.<\/p>\n\n\n\n<p><strong>5. New teachers about to enter the profession in the public sector must remove any religious symbol because:<\/strong><\/p>\n\n\n\n<p>A. The average Qu\u00e9bec citizen is a French-speaking Hitler.<\/p>\n\n\n\n<p>B. It will be now required upon hiring. <\/p>\n\n\n\n<p>C.
